Build 107 fixes scheduled-report outbox transactions for MySQL retry strategies by keeping tenant locking, occurrence checks, outbox insertion and commit inside one execution-strategy unit. It preserves caller-owned transaction boundaries and keeps scheduled work idempotent after retries. Android packaged permission and service checks pass for location-only foreground tracking and protected in-app calling. This record does not claim iOS artifact availability, Google Play approval, or external provider certification.
